I will advocate for a robust tree preservation policy that prioritizes protecting trees in road construction and public land development projects.
Street and Infrastructure Maintenance

Prioritize basic maintenance, winter plowing and walkability without polarizing debates over bike/car hierarchy.

Ask the question “WHY” the city maintains Summit Avenue has not been reconstructed when half the street was reconstructed in 1979 (MRB to Snelling). See Public Works map. LR = Last Reconstructed

Since voters approved the 1% tax for road improvements, “WHY” are homeowners are still assessed?

Affordable Housing
To address the shortage of affordable housing, I believe we need a multipronged approach that prioritizes neighborhood balance and incentivizes developers. Here are a few key strategies I am thinking about:

Preserve existing affordable homes

Incentivize new development (without over-relying on TIF)

Keep neighborhood balance and character

Partner with nonprofits to get it done

A moratorium on new development within the student overlay district until the loopholes & discrepancies are reconciled.

Remove rent control for older properties (2004 or older)

We can grow without pushing people out. Let’s build a St. Paul where everyone can afford to live.

Meet Carolyn Will
Carolyn has spent her career as a broadcast journalist and public relations professional, helping people communicate clearly and work together. She’s ready to bring that same approach to city hall. She believes in safety that starts with accountability, neighbors helping neighbors, budgets that respect taxpayers, and a city that welcomes growth without forgetting its roots.
Carolyn is a moderate and independent — she’s not running to play politics. She’s running to serve the people of Saint Paul with integrity, balance, and real solutions.

About Carolyn Will
Carolyn Will is a longtime Saint Paul resident, proud mother of two adult children and grandmother to one. She’s been a homeowner in the city for 33 years, living in four different wards and growing deep roots in the community she loves.
A small business owner, Carolyn runs CW Marketing & Communications, where she helps clients communicate clearly and authentically. Her background as a broadcast journalist and public relations professional has always centered on bringing people together and finding solutions through strong, clear communication.
Carolyn is actively engaged in both professional and community service. Her affiliations include:
